Tyngsborough Appoints first Superintendent of Public Works

Town Manager Colin Loiselle announced today that he has appointed Jacob Zwicker, PE to the position of Superintendent of Public Works.


Tyngsborough- Town Manager Colin Loiselle announced today that Jacob Zwicker will serve as the Town's first Superintendent of Public Works. The position is established by the October 2022 Town Meeting vote authorizing the Select Board to petition the General Court for a home rule petition establishing a Department of Public Works in Tyngsborough. That petition was signed into law by Governor Healey earlier in 2024. You can read the language of the act here.

The creation of the DPW will allow the Town to create efficiencies within our delivery of critical infrastructure and public works projects & services. It combines the following departments under one larger umbrella:

  1. Engineering Department
  2. Stormwater
  3. Cemetery
  4. Forestry
  5. Highway
  6. Sewer Department
  7. Facilities 

These departments now become divisions under the Department of Public Works and will report directly to the Superintendent. This structure will enhance inter-departmental communication, cooperation, and problem-solving. Tyngsborough joins nearly all of its neighboring communities in making the switch to this form of critical service delivery.

Under the Act, the Sewer Commission remains an elected board and retains authority over current and future projects including phased expansions, and retains sole authority over the Sewer Enterprise Fund. The Superintendent will serve in an advisory capacity to the Commission

Mr. Zwicker has served the Town since 2019 as its first Town Engineer. Since then, he has built an engineering department from the ground up, managed a dramatic increase in road maintenance programs and operations, played a key role in the development of the Town Center, designed and advised on dozens of critical infrastructure projects, and managed the Town's stormwater compliance. Jacob is a licensed professional engineer and has an undergraduate degree from Wentworth Institute of Technology and a graduate degree from the Ohio University. 

Mr. Zwicker's first day in the new role is Thursday, May 16, 2024.
