			<content:encoded><![CDATA[<p>The Merrimack River (Lowell Hydroelectric Project headpond) upstream of the Pawtucket Dam has been lower than normal recently due to typical flashboard damage.  The headpond will continue to be lowered through the weekend to conduct flashboard maintenance next week.  The target headpond elevation is approximately dam crest level (or five feet below normal level), which should be achieved by the morning of <strong>Tuesday, January 17, 2012</strong>.<strong>  </strong>The impoundment will be held at this level for approximately five days after which headpond refill to normal levels will begin. Planned work, headpond elevation and schedules are dependent upon prevailing weather and river conditions.  If you have any questions or need additional information regarding this impoundment draw, please do not hesitate to contact Enel.</p>

			<content:encoded><![CDATA[<p>The Town of Tyngsborough is seeking applicants for volunteer positions on the Board of Health, Cemetery Commission, and Council on Aging.  Additional information on each position is posted below and on the <a href="http://www.tyngsboroughma.gov/our-town/jobs/">Jobs &amp; Committee Openings</a> section of the Town website.  Positions are open until filled.</p>
<h2><strong>Board of Health (Member)</strong></h2>
<p>One position for a term to expire May, 2012, at which time there will be a Town election for this office.</p>
<p>The mission of the Board of Health is to develop and maintain innovative programs to safeguard and improve the general health of the citizens of the Town.  Responsibilities include developing and promoting disease prevention and wellness programs as well as improving health education and environmental awareness.  The Board of Health is also responsible for interpreting and enforcing the provisions of the State Public Health Code, State Sanitary Code, State and local Environmental Code.</p>
<p><strong>Services:</strong></p>
<p>1. Enforce Title 5; State Sanitary Code (Septic System Regulations) as well as involvement with all new septic systems, failures and repairs.</p>
<p>2. Inspect food establishments, ice rinks, camps, pools, beaches, housing.  Enforce tobacco, massage, and body art regulations.</p>
<p>3. Issue beaver trap permits.</p>
<p>4. Maintain records of communicable disease.</p>
<p>5. Issue permits for drinking water wells as well as monitoring the safety of drinking water.</p>
<p>6. Coordinate availability and disbursement of vaccines.</p>
<p>7. Manage the trash and recycling contract.</p>
<p>8. Issue burial permit and other permits related to health.</p>
<h2><strong>Cemetery Commission (Member)</strong></h2>
<p>One position for a term to expire May, 2012, at which time there will be a Town election for this office.</p>
<p>The commissioners shall, under the supervision and control of the selectmen, maintain the public cemeteries in the town, and shall with the approval of the selectmen, appoint such employees as are necessary to maintain such cemeteries.</p>
<h2><strong>Council on Aging  (Member)</strong></h2>
<p>One position for a term to expire June 30, 2012.</p>
<p>The mission of the Council on Aging is to advocate on behalf of senior citizens, to enhance the quality of their lives through the identification and assessment of their health, economic, social and cultural needs.</p>
<p>The Tyngsborough Council on Aging is an eleven member board appointed by the Board of Selectmen.</p>
<p>COA Meetings are held on the second Tuesday of every month at 3:30 PM at the COA Center. No meetings are held in July and August.</p>
